Thomas J. Gallagher, 67, a contractor and builder here for more than 40 years, died today in Walter Reed Hospital.  He lived at 1506 Columbia road, N.W.  For several years he was associated with David, Wick, Rosengarten Co., contractors, and for the last 10 years had operated his own business.  IN addition to building homes and apartments in the city, he had handled repair work on some bank buildings here.  He was a member of the Spaulding Council of the Knights of Columbus and the Holy Name Society of the Shrine of the Sacred Heart Church.  A native of Boston, he came to Washington 42 years ago.  He is survived by his widow, Mrs. Lillian C. Bowles, Silver Spring, and Mrs. Catherine M.Cogar of the Columbia road address, and a son Capt. Thomas H. Gallagher, stationed with the Army in San Francisco. Funeral services  will be held at the home of his daughter, Mrs. Bowles 9408 Wire avenue, Silver Spring, at 9 a.m. Friday.  A requiem mass will be said at 10 a.m. at the Shrine of the Sacred Heart Church. Burial will be in Mount Olivet Cemetery.
